BACKGROUND: Source Environmental Sciences, Inc.

Source Environmental Sciences, Inc. was founded in 1984 by Jack Coblenz and several other environmental specialists from Dames & Moore, Inc. (a large multi-national environmental consulting firm). Since its founding, Source has concentrated on performing environmental consulting services for industrial and commercial clients in Texas and in nearby states. Over the years, Source has gained a reputation for providing very high quality services at fair and reasonable costs. As a result, Source grew rapidly into a firm of 50 employees.

In late 1990 Source was purchased by Team, Inc., a large nation-wide industrial services firm, where it became the Source Environmental Science Division of Team, Inc. The operations, services and staff of Source remained essentially unchanged and Jack Coblenz continued managing operations as President of the Source Division.

In 1995 having completed its contractual agreements with Team, Source was reformed as an independent environmental consulting firm and conveniently located its offices in the Galleria area of Houston, Texas, the heart of the city's commercial and retail activities. Source now has a modest size staff of highly qualified environmental experts. Source now prides itself as having over 100 clients for whom it performs the majority of their environmental services. These clients are mostly commercial and industrial firms, but Source has also successfully completed many environmental projects for various governmental clients at city, county and state agencies. CLASSIFICATION AND REGISTRATION:

Source is a veteran owned and operated small business enterprise and meets all requirements of the U.S. Small Business Administration's size standard. Source is a Registered Professional Geosciences firm (Firm Registration No. 50060) under the Texas Geosciences Practice Act. Staff members of the firm also carry the following licenses and/or registrations: Certified Environmental Professional, Licensed Texas Professional Geoscientist, Licensed State of Texas Leaking Petroleum Storage Tank Project Manager, and National Registered Emergency Medical Technician. Also, the firm was featured in the Houston Business Journal as one of the city's top environmental firms in 2007, 2008, and 2009 and received the Houston Better Business Bureau's "2010 Gold Star Certificate" for adherence to the BBB's standards.

George Chandlee

George Chandlee, Ph.D., P.G. and Vice President has broad and extensive experience in site remediation, assessments, permitting, and reporting; regulatory analysis; and compliance of air, water, and waste facility operations for government, industrial, and municipal facilities. George holds a Ph.D. in Geological Sciences from Cornell University and is a Licensed Texas Professional Geoscientist (License No. 498), a Texas Corrective Action Program Manager, and a Licensed Louisiana Professional Geoscientist (License No. 1058).

Elizabeth Andaverde

Elizabeth Andaverde is the Chief Financial Officer and Executive Vice President of Source Environmental Sciences. With 13 years of experience at the company, she also serves as a Senior Project Manager overseeing the wastewater department. Elizabeth holds a Master's in Business Administration (MBA) and a B.S. in Geology from Texas A&M University.

Elizabeth's expertise includes industrial and domestic wastewater permitting, wastewater sampling, public notices, public meetings, BLU site permitting, TCEQ grants, and compliance record-keeping. Elizabeth is committed to fostering strong client relationships and ensuring compliance with current and evolving regulations. In her personal time, Elizabeth enjoys spending time with her family, reading, hiking, and traveling.

Joshua D. Mitchell

Joshua Mitchell is a Senior Environmental Consultant at Source Environmental, where he has contributed his expertise for over 15 years. He joined the company following his graduation from Texas State University in San Marcos, Texas, where he earned a M.A. in Natural Resources and a B.S. in Physical Geography.

Specializing in a wide range of environmental services, Joshua focuses on Storm Water Permitting, Spill Prevention, OSHA safety compliance, TRI (Toxic Release Inventory) reporting, Tier II reports, Annual Waste Summaries, and Phase I & II environmental site assessments, among other field work. His work varies from developing Stormwater Permits and SPCC (Spill Prevention, Control, and Countermeasure) Plans for local clients to managing multi-day sampling projects, such as those in Midland-Odessa, requiring extensive travel and on-site analysis.

Joshua takes pride in cultivating strong relationships with clients, ensuring their needs are met with the highest level of satisfaction. Outside of work, he enjoys spending quality time with his children and indulges in his passion for hunting and fishing in the great outdoors.

Phillip Howard

Philip Howard is a dedicated professional in the Source Air Division, specializing in air permitting projects. With over two decades of experience, he has been a valuable member of the Source team since joining in November 1999. His expertise spans a wide range of environmental regulatory processes, including Permit by Rule (PBR) registrations, New Source Review (NSR) permits, Annual Emissions Inventory Reports (AEIR), and federal air permitting requirements.

Philip holds a Master of Science degree in Chemical Engineering from the University of Oklahoma, equipping him with a strong technical foundation to navigate complex air quality regulations effectively.

Outside of his professional endeavors, he enjoys spending his free time exploring nature through hiking and birdwatching.

Jaqueline Tamashiro

Jacqueline Tamashiro specializes in air permitting and related projects with experience in environmental compliance. She holds a Master of Science in Geoscience/Geology from Texas A&M University-College Station and a Bachelor of Science in Geoscience/Geology from the University of Houston.

Jacqueline's expertise includes Permit by Rule (PBR), New Source Review (NSR), Annual Emission Inventory Reports (AEIR), and both state and federal air permits. With several years of experience, Jaqueline has successfully managed and executed a wide range of environmental compliance projects. In addition, she is fluent in both English and Spanish.

Outside of her professional work, Jaqueline enjoys walking her Labrador, King, traveling, and spending time with friends and family.

Margarita Velasquez

Margarita Velasquez is a seasoned public relations and business development professional with a strong background in environmental initiatives, marketing, and stakeholder engagement. With over a decade of experience in community outreach, external affairs, and strategic communications, Margarita has played a pivotal role in strengthening relationships between organizations and the communities they serve.

Holding a Master of Business Administration (MBA) from Texas A&M University-Corpus Christi, a Bachelor of Science in Business Administration from the University of the Incarnate Word, and an Associate of Applied Sciences in Occupational Safety & Health Technology, Margarita combines business acumen with technical expertise in environmental policies and sustainability practices. This unique skill set allows her to craft impactful messaging, advocate for responsible environmental stewardship, and drive initiatives that enhance public trust and corporate reputation.

Margarita has successfully led strategic marketing and outreach campaigns that promote environmental compliance, workforce development, and corporate social responsibility. Fluent in English, Spanish, and proficient in American Sign Language, she ensures inclusive engagement, bridging communication gaps across diverse communities and industries. Through a results-driven approach, Margarita continues to elevate organizations by fostering meaningful connections, enhancing public perception, and driving sustainable growth.
